It sounds like the charging system will be controllable with software. Correct? Most of the higher end batteries already have temperature sensors built into them, but they are less able to adjust the charging stimulus directly. If you're talking about consumer batteries (aa,9v, etc.) then no one cares (except the consumer) if you wear out a battery quickly. With phones, laptops, it makes sense to have a system resource controlling the charging circuit. My Laptop turns the charging circuit on or off at different charge levels but I don't believe that it has control over the charging rate....
Autonomous battery management presupposes that the precise ideal charging profile for a battery is known and that desired adjustments to to the profile as the battery ages are understood... Is that the case? If so, the chargers could have a memory that recognized the battery model / serial number and applied the ideal charging profile for that specific battery.
