Anyone know of a guide to all the MCU evaluation boards introduced so far this year? That would be a perfect resource for an engineer starting a new design. Anyone?

Typically open source hardware can provide a good starting point for your own design. Distributors have been providing full schematics and bill of materials for their evaluation boards so you will design in the parts they distribute. For them, the role of open source hardware is to generate more sales!

Open source hardware is hardware whose design is made publicly available so that anyone can study, modify, distribute, make, and sell the design or hardware based on that design.

Again, this one specifically hasn't come out yet, so there aren't examples of projects being done with it. 

I'm not sure I understand your question about the "role" of open source hardware. could you elaborate?

As data rates begin to move beyond 25 Gbps channels, new problems arise. Getting to 50 Gbps channels might not be possible with the traditional NRZ (2-level) signaling. PAM4 lets data rates double with only a small increase in channel bandwidth by sending two bits per symbol. But, it brings new measurement and analysis problems.
