As far as I know the consumer electronic devices use the full capacity of the Li-Ion batteries in order to maximize the time the device can run on a battery. This is why it is typical for a consumer device battery to last about 2 years.
Cars have different requirements - batteries must last 10 years with 20% maximum drop is capacity. I own Chevy Volt and GM states that the actual battery capacity of my Volt is 16.5KW/h but the usable capacity is only 10.5KW/h.
Maybe in the future the laptop/smart phone manufacturers may give the consumer an option to select how much of the battery capacity to be used in order to maximize battery life. I am replacing my laptop battery every 2 years and even then during the second year the capacity drop is noticeable.
