I work at Kozio. I have also done pre silicon verification, board design and all sorts of firmware.
Kozio VTOS is a software product that does functional testing of hardware. It is much simpler to configure and use for hardware test than Linux or other application RTOS. Complexity is relative.
Trying to get Linux up and running on a platform when you don't know if the hardware is good is a futile nightmare. It is even worse when the platform is a brand new SoC and totally unsupported. You'll get it all working..., eventually.
Saying "the board runs our application software, it must all work" is very risky indeed.

For your use case, you would use VTOS in stages. First to verify the chip design. The SoC verification run in a simulation would run exactly the same on first silicon. When the chip is on a board, the SoC package can be used for a board test package to verify connectivity and function of the SoC and peripherals on the board. Once developed, the tests can be used in production for a fast pass/fail system test.
VTOS is the small sharp tool specifically designed for testing and exercising hardware. Our focus is hardware verification, and providing software to help you find and correct issues efficiently. A couple of field returns or SoC fab spins and it pays for itself easily.
I am not very familiar with Kozio in this domain. Would be exciting to see how diffused in acceptability this will be . I know if verification advances, design can be faster and that is good for business. You may not even have to hire experienced guys as cheaper folks can do.
sure, there is lots of complexity in design of any sorts (if there was not complexity we would design everything on a napkin)...I am having hard time verifying one chip design...and now you are adding the whole PCB and software on top of it...it looks much simpler (and still difficult) to verify at one level of complexity and you want to tackle all 3 at the same time?! I am sure I am missing something here
