Instead of you manually re-entering the APP articles one at a time, it would be far faster, and considerably less Sisyphean, for your Vogon Overlords at UBM to make the ORIGINAL SITE available AS AN ARCHIVE, INCLUDING BOTH THE ORIGINAL ARTICLES AND THE USER COMMENTS.
Preferably along with Scope Junction and other user-content-driven websites that the UBM division of the Vogon Constructor Fleet has previously demolished.

Great project idea, however, I'd simply make use of a cheap Arduino (ebay) and the GPS module from Adafruit for $40. Then drive BCD out of the Arduino pins to your Nixie tubes. You'll only need 4 pins per tube for the BCD control.
