LTE uses 3G for voice?

I believe that LTE networks fall back to 3G for voice. So in Chine would an LTE phone need 3G TD-SCDMA, or would it fall back to GSM for voice?

In the near term, China's LTE will continue to employ 3G for voice. China Unicom doesn't support GSM, so it's CDMA for voice.  That's why multimode modems are necessary until infrastructure catches up for VoLTE.  Since Qualcomm is Apple's modem vendor of choice (and is VoLTE-capable when the network is ready), they will also benefit from Apple's good fortune.

Will, China's LTE bid is certainly good for Apple, but how do you see that would affect the chip suppliers' market share going forward? Marvell's Coolpad design win is significant as you point out, and is certainly a much needed break for Marvell which had been struggling since the company's largest customer Blackberry had lost a significant market share.

It may be that Qualcomm and Apple are alchemist and had foresight to look this coming. Vision and dream are most important part of business success. Apple and Qualcomm must benfit from their risk taking.
