Every OEM does it a little differently, but the license files contain descriptions and related attributes of the software and hardware feature entitlements that you own.  These used to be dedicated to a given tester, but now they can reside on a license server and be allocated to a network of testers as needed.  Third-party software license management tools are used to manage license delivery, activation, and renewal.  These licenses are critical in determining the capability of your test capacity, and can have significant value.
