Yes you are right, indirectly one can consider Battery Pack as a universal charger as it can charge all the mobile phones and tablets, but that is due to USB interface used for charging. I think USB might become the universal charging port.
Battery charger is good idea for today's life. I am used to carrying an external battery pack around even though my phone is fully chargered. I have been using one from RAVPower and it really help me out.
It is indeed a nice initiative you European Parliament by introducing a policy of having a common charger for many radio products. This will include mobile phones and really it will help to the entire mankind as these days you need to keep a separate charger for each and every device. This will need to make changes at the device manufacturing level to incorporate a single charger, so as although the list specifies developments from all the power semi manufacturers but they are not leading to a single charger, may be it will require a detailed document of design and all the device manufacturers will have to come to a single platform to accommodate a single charger. Yes USB, Mini USB and Micro USB chargers has done much in this direction.
