I highly doubt SMIC would be at 28nm any time soon.

FDSOI is a really interesting technology for low power but doesn't have enough support amoung device manufacturers to be anything more than a niche. I ran through the math in an article posted here: https://www.semiwiki.com/forum/content/3128-soi-future-flop.html I don't see it representing more than 5% of leading edge logic.

450mm is likely pushed out until after 2020 to around 2023.

True panic will ensue when SMIC gets to 28 nm before Intel's 14 nm really ramps. It's not a remote possibility.
