Does != mean the same as <> or ~=?

I'm English and as as result I know very well that to say that Edinburgh is in England is very offensive for many Scots. Edinburgh is the capital of Scotland, which is itself a country (even if it is not independent). The United Kingdom of Great Britain and Northern Ireland is the official name of the UK and Great Britain is the collective term of the regions of England, Scotland and Wales, NI was a later addition. Feel free to read more: http://en.wikipedia.org/wiki/Scottish_independence

But please remember:

England != Great Britain

Scotland != England

England + Scotland + Wales = Great Britain
