The article states that the chips operate "while consuming 1.1V". That sounds like a voltage and not a power (watts) value. I suspect the intended point was that the chips operate on a voltage as low as 1.1 volts (nice for mobile) and that the (unreported) power consumption was minimal. [Another - undesirable - possibility would be that the chips deplete and destroy a 1.1 volt battery.]
