The market for online engineering community websites heated up Wednesday when TechOnline Inc., parternered with PartMiner Inc. On a nearby front, Hewlett-Packard Co. signed a deal with Singapore-based Ecnet to help build out the ECnet's B2B e-commerce site and take a stake in the startup.
