In the business calculus that determines where investments flow, TSMC chairman Morris Chang faces a particularly complicated set of factors, made more so by saber rattling in mainland China and an earthquake six months ago. In a meeting with reporters here prior to the opening of TSMC's Fab 6 in Tainan, the question "Where to build?" dominated the conversation with the TSMC founder.
