"This contrasts with Intel, which has different boost clocks depending upon the number of active cores" Interesting.  If this is true, is it due to "Dark Silicon?"

No need for dark silicon:When present CPU charge demands almost  nothing to some core, Intel chip are able to take that in account, playing separately with frequency of each core, thus boosting clock of highly loaded core and decreasing clock for other ones.This allows better single thread performance in a same thermal enveloppe. More comments:- Some awareness of OS is welcome, to avoid thread policy of that last to void CPU efforts.- There is a cost attached to this policy (more complex design, somemore die area),, which is worth for x86 chips because there often encounter such single thread (or almost single thread) use case.
