This has been going on for a long time - MCU vendors buying IDE companies include TI (CCS) and NXP/Freescale (CodeWarrior).  Microchip provides free IDE, but IIRC it was developed by them from the start.  Renesas is providing free tools, but IIRC the IDE is licensed. If you're going for a broad customer base, good software and free or affordable tools (IDE, library, etc) are critical, so Atollic might get more resources being part of ST.

It seems that all mcu vendors are adding software companies to give away their products to sell their chips.  In many cases, it has been demonstrated many times that it is the death of the software product as resources are diverted based on priorities within the larger organization and the software becomes obsolete.  I wonder if that will happen in this case too?
