As far as I know, the IDE is already free with compilers(non-optimized versions) for every series (PIC16/18/24/32). BTW here is a free tiny board which I have designed for hobbyists. All source is free and downloadable: http://electrodesigns.net/blog/pic32mx1-board/

The board description shows MPLAB support but I can't really tell if the IDE is part of the kit. Do you need to pay for it or is it free with the board?
