But IBM just laid off about 20% of it's MD workforce. Who is going to do the work for UMC? It's not much of a deal if UMC has to staff the whole project, too...

I haven't heard of any layoff by IBM in EFK or Albany for Semi R&D- I think you are confused/mistaken.

It's all over the news. They laid of about 1700 across the country yesterday. Including 700 from East Fishkill + Poughkeepsie. http://www.poughkeepsiejournal.com/article/20130613/BUSINESS01/306130033/VIDEOS-After-cuts-IBMers-begin-cope

A little bit more than 10 years ago , UMC had been in the IBM alliance (another name at this time) for the 175 nm and 130nm nodes. UMC stayed 2 years and then left. The history repeats itself

UMC found out IBM's process was not manufacturable so they decided to develop their own. Hope it works this time.

I hope some of the IBM-ers find a job somewhere else like at Globalfoundries. There is not much going on in the area. IBM was the main job creator at the Hudson Valley area in the 80s and 90s. IBM changed a lot! I wonder how long they keep their semiconductor facilities in Fishkill and Burlington?

I am not sure about particular foundries for IBM but if memory serves IBM business model is based on early access to and use of technology. The IC fabrication capacity and next generation development is central to IBM's plan for success in the marketplace. Has this changed at IBM and if so, what is the new strategy?

The new IBM strategy is to meet $20 EPS by 2015, no matter what.
