The idea is tha tyou can start creating your designs (which can take a lot of planning and design and verification for these humongous designs) without having to wait for the silicon to become available.

this is a major release. interesting though that they would announce the release of the products scheduled for next year and then make the tools available at this point in 2013. makes for a gripping waiting period.
