Interesting to look at it this way and not as a feeble attempt to appear strong and undervalued by the Broadcom offer. Are those China partners even doing it willingly and for free or is Qualcomm using the licensing carrot/stick to sign MOUs? Front-end is an area where they want to gain share and boost revenue with the TDK JV so it seems aimed at investors, not regulators.  And there is Samsung, hard to be certain where that relationship is and if there are negative news at the horizon.
